Why must arrears be taken out all at once?

I have 4 children with my current partner, they told me that they only take 3 into account they have also taken my tax credits into account when caculating my payment.

I have 1 months arrears which l asked to be spread over a year and they refused and said they would take directly out of my wages.

Please advise!
