Why has the CSA never sent the money it has been taking?

My daughter is 9 and back when she was only months old me and her father split I had to claim benefits and the job centre set up CSA.

Now I never received any money I just thought that because I was on benefits the money I would receive from CSA would be included in my benefits now ive been working for the past 3 years and I hadn’t been received any CSA payments.

To be honest I didn’t think much about it then a few months ago my daughter rang me saying that CSA would be taking 109 a week from his wages from deduction of earnings they’ve been taking it for a while now but I haven’t received any money and they haven’t contacted me ive actually never had contact with them ever.
