Nope they can’t. They can only start up a claim from the day a claim is made, If she’s only just made one its too late cos your children are over the age and are now adults , it don’t matter whether u paid years back or not. If there was no claim made by her all those years back there’s nothing csa can do
I would get legal advice from CAB or see your mp. I take it she had a case open with the csa so they are going for arrears? I wouldn’t thought they would have opened up a case given the ages of your children.
If you paid by cash then I’m sorry you have left no paper trail so its your word against hers….if they are going for arrears, best advice is make sure they are correct because the period they are claiming from has been flawed with inaccuracies with no recording of data.
Fight as much as you can and gather as much evidence as possible, ie housing costs etc.

They can only backdate if a case was open if it was an arrangement between the both of you and Csa was not involved then there’s nothing they can do . However if you did not pay her under your private agreement then she may have opened a claim with the Csa but you would have been contacted by the Csa before now .
If she didn’t open a case back then they can’t backdate it. If she did you can be sure they’d have scome after you before now.
Just completely ignore them they haven’t got the intelligence to pull together a case from that far back. If they took you to court they’d lose.
My husband was only contacted about a case he had with his first wife wanting arrears from 1997 2 years ago, we knew nothing and had no paperwork (been together 7 years) until a deo was issued because they had it mixed up with a case he had with his 2nd wife. Taken that time with an mp to prove my husband owed nothing due to low income (luckily kept divorce papers showing his income) but first wife has appealed this decision even with no proof and its going to court. If the OP ex was on benefits back then a case was automatically opened, they may have not sent the paperwork and chasing arrears now. You need to establish how they can justify taking a case on with the kids ages.
