The CSA should be abolished

November 2, 2012

My partner has been waiting for nearly a year to be told by the CSA how much he needs to pay and all the while the arrears are mounting up, I ahve called and called to be told they have sent letters asking for more information and they have been in contact with his employer to get this and still they have not advised him how much he needs to pay.

It is an abslute nightmare. His ex will not talk to him otherwise he would be happy to pay her direct.

He does not get to see his children and hasn’t done for 2 1/2 years and she has only just gone to the CSA since he moved to be with me. None of this is taken into account when they assess the case and the amounts that NRP has to pay does not take in to account living expenses or anything else, while the resident parent can claim all the other benfits off the state.

The CSA should be abolished or the resident parent should have to pay for their claim…

The CSA is the lowest of the low, the way they operate.
Already paying a substantial amount each month under CSA1 rules and never missing a payment, they reasessed me backdating it nearly four years and told me I owed over £11,000 !
They then threatened to send baliffs to my house / issue a liability order.

Sorry to the bearer of bad news, but I suggest you put money aside each month, in anticipation of what the CSA will demand from your husband.
Ive read on hear that the CSA allow debts to go over £3,000 and then they have the power to send baliffs / issue a liability order.

Good luck. I hope your not put through the hell that I went through.

if your partner goes onto the csa website there is a calculator on there that they can use to see how much they will be asked to pay. he can simply put his income details, number of qualifying children and number of children resident in his household along with details of how many nights a year he has overnight care of the qualifying child/children etc and it will give him an amount he will be asked to pay. He can make these payments to the agency or put the money aside each week/month so that he has something towards arrears.

There is a new scheme being introduced very soon and cases being transferred to the new scheme will involve the parent with care being charged for their case – the government feel that couples who split should take responsibility for the upkeep of their children, parents who cannot make private arrangements will be able to continue to use the agency but there will be charges

I cant believe this woman Alice and her replies ..this is the third time you have popped up on this site…do you work for this filth??? because you dont seem to understand that the reason these people are venting anger on this site is because the f****king scum called the csa is NOT FAIR AND UNJUST AND BIASED TOWARDS THE PWC..IT DOES NOT GIVE A SHIT ABOUT THE KIDS ONLY HOW MUCH IT CAN ROB FOR THE TREASURY.I had not walked away from my responsibilty for upkeep of my child Alice..I am perfectly happy to sort out MY OWN arrangement with the mother,I DO NOT NEED THE CSA STICKING THEIR ORE IN ON MY AFFAIRS JUST AS MANY FATHERS.I was NOT given the chance to make a private arrangement, the bitch of an ex went straight to the csa, they called me and demanded details for a doe,WHY did they not (if they ars sooo bloody concerned) ask me to make arrangements to pay privately or we will step in and take it from you!! No they did not,i told them to go away and I will contact my ex to make arrangements..they didnt want to know, instead i was branded as non compliant..the mother just opened the case and they have another poor sod to rob each month..tell me Alice…why is it not reasonable for me to insist on knowing how and where my money they force out of me is spent on my child..they dont care where how its spent..STOP bigging up this filth as being a wonderful organisation…IT IS NOT…READ AND MAKE NOTE..All they do is cause misery not only for nrp’s but pwc as well…They ruin lifes…leave us alone.there are arseholes out there that wont pay for their kids and they should be taken to the cleaners through the courts…if you are honest hard working like me and on the paye system..you are screwed for yrs by this garbage.I am robbed of £320 a month for 1 child that was taken away from me by her mother because she got bored and had an affiar..this is my reward, shes never worked her lazy arse ever, claims all the benifits under the sun,has a bloke living with her and claiming as single parent.HAS commited benefit fraud with wycombe district council who was paying her rent for 9 months whilst she was living in germany and conveniently forgot to tell them she had moved and never realized..lol…they were still paying rent into her bank account….
One last thing Alice..people should not have to put money aside towards arrears if this shit organisation pulled its finger out of its arse and sorted itself out and got people working for it that knew what to do…SHUT THIS SHITHOLE DOWN.

  • gonk says:

ONE LAST THING ALICE…I CAN NO LONGER AFFORD TO SEE MY DAUGHTER BECAUSE THE CSA ROB ME OF A HUGE AMOUNT OF MY DISPOSABLE INCOME…You see they just drive a wedge between parents and kids.

  • wilf says:

I am surprised that such simple advice as given by Alice should be countered by so much vitriol from gonk.
Especially as nowadays nobody is obliged to use the CSA.
Simply come to an arrangement with the other party and get them to close the case.
By the way since April 2010 all monies collected go to the parent with care non are retained by the treasury.

  • Sally says:

@ Gonk – i’ll answer your questiona bout Alice…. yes, she does work for the CSA (or a department of the CSA – she has admitted it on this website)…. she doesn’t have a clue what she is talking about!!!

  • rach says:

@ sally .lol no one who works at the csa has a clue what they are talking about 😀 so alice must fit in quite well there xx

  • Sally says:

@ Rach, 🙂 unfortunately Alice is giving people advice such as ‘stop paying your ex immediately and start paying through the CSA’!!!… some distraught NRP will heed her advice and end up in a financial (and emotional) mess with his ex and the kids!! 🙁

Oh and lets not forget the CSA because by the time it takes them to process the NRP’s re-assessment, he will be in arrears for ‘non-payment’…… Alice is providing information with the needs of the CSA at heart!!!

  • Alice says:

in defence of myself, whether or not I work for the CSA or not the fact of the matter is that both parties are unable to come to a private agreement with regards to maintenance for children then the CSA can be asked to open a case, it is not a matter of the NRP deciding not to comply with the agency if he/she wishes to pay direct to the pwc, if the PWC wishes to involve the agency they have to keep the case open. As wilf correctly states all money after 2010 goes to the PWC and not the Secretary of State. I will not comment on the ignorance and arrogance in his reply – if he feels the need to resort to personal insults and SHOUTY CAPITALS then he is showing himself as less than a responsible adult.

In regards to advising nrps to stop paying their ex directly and making payments through the agency this is to avoid those nrp’s running the risk of having the pwc denying getting those payments and the nrp being made to pay them again. If an NRP wishes to pay the PWC money direct when the case is not set for maintenance direct then they should ask for a receipt signed by the PWC stating the amount paid and that it was for child maintenance, if the pwc then claims not to have receive these direct payments the NRP can submit the receipts as proof and any arrears on the case can be adjusted accordingly.

  • wilf says:

I believe Alice is talking about gonk when she refers to shouty capitals, ignorance and arrogance. If not I am very disappointed.

  • Alice says:

apologies wilf, I was indeed referring to Gonk’s use of SHOUTY CAPITALS, ignorance and arrogance.

your earlier reply was much appreciated

I forgot what this thread was about, why are we having a go at alice, have I missed something? I found the advice alice gave to another nrp quite helpful. Alice do you really work for the csa? Sally and rach, where do you get the smileys? I really must keep up. Anyway, back to the thread – I recently heard that the csa (cmec) was going through another change and it was voted in that this should take effect from 2014, what will happen then is that NRP’s get charged for the maintenance taken off them (20%) and PWC’s get charged for the maintenance given to them (7%), I think the nrp gets charged on top of what they pay and the pwc gets it taken out of what they get, 27% stealth tax for the government! Another G&T anyone?

  • Alice says:

The Govt is indeed introducing a new scheme, the first cases to be migrated across will start later this year, with more to follow in 2013 and all cases moved over my 2014 (as I understand the timings to be)
They govt have decided that parents who are no longer together should be adults and work out provision for their children privately and agreeably between themselves … now in an ideal world where ppl do not have emotions this is all fine and dandy ….. if a couple can’t do this (and I anticipate the number of couples to be more than can be counted on one hand) then they can use the services of the csa/cmec .. a PWC will be charged for opening a case, there will be options (as is already the case) as to whether the csa/cmec simply do the calculation and any subsequent suspersessions and the payments are made privately between nrp & pwc, or whether the agency do the calculations etc and collect the payments. Private payments will be encouraged – they are suggesting secure transaction methods such as paypal etc so a pwc does not have to give her bank account number to the nrp. If a couple (one or both parties) decide they wish the agency to collect/release the payments there will be charges for this service. As I understand it the agency will remain as a non-profits organisation but not a free service – as it is now the agency does not levy any charges (with the exception that an nrp who dispute paternity and is then proved to be the father by dna test will be charged the price of the test … and it is the actual price of the test with nothing added over an above). The money will go a small way towards covering the cost of what the agency costs to run – not to be flippant but if a couple split up and cannot agree the distribution of assets between themselves they will resort to using lawyers and they will be expected to pay for the services the lawyers provide. The agency will be charging a lot less than lawyers … I am old enough (only just!) to remember a time where there was no such thing as a CSA and the costs of obtaining a court order for maintenance was sky high and even then if the ‘absent parent’ as they were referred to in the olden days did not pay it cost more money to take them back to court, often more than once.

As for me – I am many things, I am a parent, a grandparent, an ex partner who has been wronged, an ex partner who has done wrong ( no children involved) a current partner to a person who has children to a previous relationship, I have been a nurse, a clerical assistant to a lawyer, a clerical assistant to an accountant, I have worked with adults who have special needs, I have worked with children who have special needs – I have worked for British Gas and Hydro Electricity – I raised my my family without financial assistant from my ex partner, I have been critically ill, I have survived, I have mourned the loss of a child, I have claimed benefits as a single parent and I have worked and supported myself and my family….. my real name is not Alice (and I suspect that there are a number of people on this site with screen names) I may be a man or I may be a woman – none of that matters in the big scheme of things – if someone asks a question and I feel I am able to give them an answer, hopefully one that helps them understand the why’s of their case (or someone else’s case) even if it is not the happy ending answer that they want to hear then I will reply – if I am attacked for my answer then that does not harm me, the words on the screen are words on the screen – they are not physical slaps to my face .

With referance to gonks commement about not being able to see his daughter due to the ammount he has to pay,im in the same boat, and when goverment say how they are family concerned why then do they only take note of what is being said by the EXs and not LOOKING at both sides.mine is that i have payed for my child right from the start,no “not paying this/that”but i felt it was right ,however when i took a wks allowance back because i was looking after my child their mother took the hump called CSA in and now i pay£2 less than what i was paying in the first place. Have had to give up my part time job as CSAwanted even more when i was woking it,now i have less comming in more going out, child who only sees that they cannot see their dad as much and mummy getting stressed out due to haveing the child all the time.so when you all have a go at someone who wants to see their son/daughter but cannot, dont just think that its cause their “a shouty capitails.i live in LANCASHIRE my child lives in the sticks in NORTHUMBERLAND were the nearest shop is 2miles away and you can only get about by car.

  • larn says:

What id like to know is yes I get nrp need to pay for the kids but why is it csa only cares about what comes into the nrp home not the bills going out! My partner has 3 children from past and we have 2 in our household, we claim working tax credits as we had a low income last year so why does csa take half of the working tax credit into consideration? Thats awarded to me for my 2 children. His ex is on more than 400 a week benefit aswell as free school dinners full rent and council tax benifit and she doesnt and hasnt worked aday in her life she also gets help with school uniforms oh and she is adrug user yet social services wont do anything about it everytime they go round she puts on the water works! We have iffered to buy clothes vouchers do food shops anything other than cash in her hands as she use to takes his money on a friday and pay off her drug dealer he openly admitted it to my partner! But nobody listens or cares about this situation. We on the other hand pay everything for schooling both work not fantastic wages but we try! Dont get anything for free apart from alittle help from working tax credits which we will loose in april.we are struggling to get ontop of our bills every month so again why do csa take from my working tax credit to help me pay for my kids and buy my kids school dinners some weeks I can barely afford a proper food shop yet she buys her kids android tablets for easter all 3 of them sorry but if they can take your income into consideration as a nrp they should also take into consideration the resident parents too because right now shes laughing and we are getting more and mord in debt cause the poxy csa dont care about nrp bills etc makes me sick…
