The CSA don’t care about access, they just want money

The csa dosnt care about access its just there to collect money. yr partner needs to phone in and ask for a breakdown if they havent already sent one. Then offer to make a payment towards the £407 and tell them he cant afford it all at once.

if hes lucky an gets a decent person they will let hom come to an arrangement. but dont let him igonore it as will just get worse
