My ex has moved abroad and taken child with her

I have heard rumours over the years that my ex wife had moved abroad but only found evidence of this on January of this year. I alerted to CSA and sent them the information I had found with the result of payments were stopped to her but they continued to take my money. Other than this I heard nothing untill speaking to the CSA today they let slip that they knew she was living abroad between April 2002 and May 2006 and she was living in Cyprus. They have looked at this and decided I was not liable to pay while she was living in Cyprus but referred the case to their guidance section who looked at it and reversed the decision and insist I am liable to pay for the whole time they were abroad – this equates to an amount well over £30,0000. How the hell can I be liable when she moved abroad for over 4 years, did not seek my permission to take my son overseas and didn’t even tell me?
Has anyone experienced this kind of scenario? Does anyone know if I am liable? Any help would be great.
