Just found out I have a teenage daughter
Hi, I found out recently that i have a 16 year old daughter, she is just about to start A levels in September. I am desperate to make contact and this will happen regardless of the financial implications to me but i am seeking clarification. Am I even though i was unaware of my daughters existance still liable for the past 16yrs of CSA payments, the mother has been co-habiting with someone all through my daughters life…
I am technically self-employed although at present i am econimically inactive, with no assets, property/savings etc I have in the past have had good jobs, could they asses on previous earnings or on my present financial situation and if they decide i owe for intance £20,000 in back payments would I still need to pay this regardless of my daughter reaching the age of 18.

No, a has no power to assess the past. Your liability via them only accrues from the day they make contact with you.
I would also suggest you request a DNA test to make 100% sure you are the father. Do not take the mothers word for it.
Do you know why the mother chose to exclude you from your daughters life?
Payments are only due from when a maintenance assessment has been carried out U should receive notification from the CSA in writing requesting information. They are unable 2 backdate before this
Dawn beat me to it :-)Maintenance can only be paid from the date an assessment is applied for. Do you know when, or if, the CSA was contacted?Maintenance is payable up to the end of further education ~ up to A level, but not for higher education (degree) level. Usually aged 19.
Dawn is quite right. You will have what the CSA call the "effective date". This is the date at which payments will start and any calculations which the CSA make.You will find that 15% of your net income will be owed for your daughter. Being self employed of course this will be net of your reasonable business expenses so you will be slightly more able to control your outgoings than if you were employed.
Yell them to go west. Make an order for residency as soon as. Also make an appeal for contempt of court to the mother. She may then be imprisoned for not telling you for16 years. An absurd disgrace.

ignore any phone calls from them, don't given them any information, the less you talk the better. They cant do anything, they will try to bully and if they think your afraid they willprey on you, but if you don't say anything beleive me they cant do anything.
under no circumstances will you be liable for the past however many years- it will always go from the ‘ effective date’ which is the day the agency first made contact with you to advise you the applications been made- they’ll have set this date on initial contact- either if they phoned you or sent you a mef( the purple form)
