I’ve been treated terribly, who can I complain to?

I went to welfare to get myself some insurance for myself as well as cash. They told me it is mandatory to fill out for child support. I wouldn’t mind putting my baby’s dad on child support only if I knew where he was. That’s what I explained to the person that was ‘helping’ me. He was so rude and nasty. Telling me to sit back in my seat right now, asked me if I got raped, kept asking me the same questions over and over again after a while I started feeding into his bull giving him what he wanted to hear.

I was going to let him know how he treated me was so wrong but I had to go so I told him ill come back another time.I know I made matters worse for myself but I’m still in disbelief how I was treated today just because I’m young and need some insurance doesn’t mean for people to talk to me in any kind of way.

My question is is there anyone I could report this matter to? When I go back am I able to speak with someone else that could really help me and won’t judge me.
