Ignoring the CSA will make it worse

The csa dosnt care about access its just there to collect money. yr partner needs to phone in and ask for a breakdown if they havent already sent one.

Then offer to make a payment towards and tell them he cant afford it all at once. if hes lucky an gets a decent person they will let hom come to an arrangement. but dont igonore it as will just get worse.
