Payments only start from when a claim is made. The fact that you never claimed from him in the past is irrelevant to the CSA, they will only pursue payments from when he submitted his claim. You can argue that it is immoral of him but unfortunately for you within the law (unjust as it is). Best bet you have is trying to discuss things with him & see if a private arrangement can be agreed.
