If he’s self employed and “supports” his sister and mother they are probably on the payroll of the business. The mortgage payments maybe being made by his sister or mother or possibly his business. In reality as with all self employed people CSA payments are essentially voluntary as there’s nothing illegal with any of this set up.
What I’d suggest is you start a long campaign of building bridges with him and making sure he has a good relationship with his child so he will want to support it.
