CSA claimed I was aggressive on the phone

I have been applying for maintenance for the last 11 years.  My ex partner has a good life style, brand new car, 50″ televisons in at least two rooms, apple lap top, renovated his house, goes to Florida for his holiday yet the CSA in 2005 assessed that he did not earn enough to support his daughter.  He is a self-employed electrian and his lifestyle does not reflect this he spends a fortune on his other two children and my child has been given nothing.  It was assessed in 2005 that he did not earn enough to support his daughter and if he had paid maintenance I would have owed him £2000.00 are they having a laugh?

I re-applied in 2011 because of the changes in the CSA but nothing has changed they say one minute they are going to arrest him for ignoring letters etc then they say they are reassessing him, keep telling me to ring next week and when I ring they tell you to ring again the following  week  I am told a  different story every time.

I was told today that I was being aggressive I did’t swear or threaten but I am so angry and frustrated after 11 years of the same merry go round and don’t know where to turn next.  I have written to my MP over the last 11 years who trys to help what else can I do.

My parents have supported us, paid for holidays school trips etc but they are near to retirement, it can’t go on it’s making me feel ill.
