Can I claim CSA for my nephew?

I’ve been passed from pillow to post just trying to find out if I’m intitled to CSA. I have my nephew living with me and I recently got parental rights.

His father has nothing to do with him and doesn’t pay CSA or offer any financial help. I’m just wondering if I am able to claim CSA as I’m his aunt and not his mother.

    If you have sole care of the child and are in receipt of child benefit you will have the right to claim child maintenance through the child maintenance service from both parents. You would be known as the person with care. You will be first required to attempt to come to a private arrangement with both parents.

    If you have sole care of the child and are in receipt of child benefit then you are entitled to pursue child maintenance payments through the child maintenance service from both biological parents.
    You need to try and establish some kind of private arrangement first as the CMS will require a fee upon application and 4% of the maintenance if payments are made through them.
    You will be known as the person with care (PWC).

    CSA is the last resort, he has not supported his child financial in 4 years. He promises to help more but then I don’t hear from him weeks on end. He thinks as I’m only his aunt I’m not intittled to anything. My nephew has lived with me for 4 years and I was recently granted PR.
