What the Csa really is
I would suggest to those of you who consider the csa not to be working correctly,to consider this.The csa is operating exactly as planned and that it only appears to be not operating correctly.I consider it to have been designed to operate causing this type of confusion on purpose.The csa has been designed to take cash quickly and to resolve any issues of wrong doing very slowly and this is no accident.
The proper terminology for this way of operating is known as a (one way service system)
Do any of you really think any MP,s or any one at the csa give a crap about child poverty well they don’t. Lets look at a family of four on state benefits.The DWP will pay them less cash each month then the csa take via a DEO from an NRP.So here we see real picture.The DWP pay the minimum they are allowed to pay but the NRP gets to pay more.So this exposes what the csa purpose is really for,It is to take the pressure off the state welfare bill.
Any government that is in power and it makes no difference which one!does not include the the hardship of individuals in their policies,only in very rare occasions has a single person effected government policy and the reasons for this are usually in the government self interest.
I would also suggest the government that gave the csa the ability to operate the way it does,had already foreseen the problems that would occur but still went ahead anyway.
These days Governments use the services of think tanks and the services of advertising companies,Also they employ the use of projection models in order to see the results of their policies well in advance.
So now you will begin to see that the problems faced by nrp,s such as them being left with no expendable income, loosing there homes,nrp,s second family being worse off financially then the pwc second family was known about well in advance,as it would have shown up in the projection models used.
Now why would they do this?well that’s because the numbers of people suffering hardship is still probably within the limits as seen before hand in the projection model they used,what we have to realize is that government use what they see as the bigger picture.Now I have no idea on the numbers used in the projection model they used but its probably safe to guess that blocks of 500-1000 people are used.So any results from the model would be rounded off at that figure.
The model would also have forecast peoples reaction,such as how many would stop working,go abroad etc,until the damage caused by the csa goes beyond what is deemed as acceptable,then will we see the end of the agency and DEO,s.It could mean the government are willing to keep treating people this way until the number of people walking the streets with no home because of the csa is greater than 30,000-40,000.
When the figures go beyond acceptable limits,that is when we will see an end to the current system used

I’m pleased somebody feels our government is efficient enough to perpetrate any kind of conspiracy. I prefer the cock up theory.
fact is either way this and many before governments have allowed this to go on.

Nothing matters to the government only statistics matter,they don’t see
people as individuals,they think of people as numbers,they don’t do
customized policies for individuals its not in their thinking,When
the statistics show that 1000s of people are stopping work or
leaving the country because of the csa that’s when they will act.
The question is whats that magic number?The csa effect other
business as well,How many councils suffer because people don’t
pay their council tax because they are left with no money after
the csa take what they want?How many people don’t pay gas or
electric bill for months before they loose their home because of
the csa?How many people just up and leave the country leaving
massive debt behind all because of the csa.
Tomy:- I guess we need to know how many people out of a population of 62 million are involved with the CSA.
Stuart:- Since they stopped paying the secretary of state for those PWCs on benefits its difficult to see where they make any gains considering the huge cost of running the CSA.
They seem to prefer people to make private arrangements now.
I think they want to close the whole edifice down and that is why they are introducing charges for the next scheme so that fewer people will think of them.

Yep that right its all guess work without the correct info..My way of thinking
is as follows,When I was at school many years ago I used to sit in class,
I had a choice in class and that was either to learn the lesson or ignore
what the lesson being taught was. Either way the lesson was taught
and went ahead with or without me learning anything,as the whole
point of the school was just to teach the lesson.This in my view is how
you have to treat those at the csa and those in government who caused
the csa to operate the way it does.If I was to leave the country with loads
of debt stop paying the csa,then what I have done is given them a lesson.
I don’t care if they learn from it or not that’s irrelevant .

It has not prevented them chasing arrears from fully compliant NRP’s, A quick read through here shows how widespread the maladministration/dreamt up arrears chasing currently is.
In my case £10k’s worth even though they had control of the DEO, have they refunded me all that they have robbed me of following their admitted errors?
Not even close, now at ICE and am not confident that this other DWP arm will as they qoute “put me back in the position I would have been but for maladministration”, It is a DHSS subsidy still no matter how much the rules get tweaked, the secretary of state is recouping all he can from the honest ones and letting the non-compliant off. Cameron fiddles while Britain burns.

I know this is an old thread, but – ‘stuart on November 29th, 2012 ‘ – “now at ICE and am not confident that this other DWP arm will as they qoute “put me back in the position I would have been but for maladministration”
In my case the ICE failed to identify case law that governed the actions of the csa, also failed to identify standard csa procedure and simply attempted (and failed) to find fault with my complaint, relying on any failings I made in respect of procedure, while failing to note the failings of the csa with regard to procedure.
As a consequence I now think the ICE is just there to cover for the csa mistakes. In my case the matter resulted in a complaint against the ICE and has been taken up by the Parliamentry and Health Service Ombudsman.
In addition, I got one letter from the ICE telling me not to get legal advice while they were involved!!! (ignore that, its designed to waste time)
