Should I still be paying for child when he and his mother has left the UK?

19 yrs ago – A couple of months after a 14 day relationship with a girl from my work, she told me she was pregnant and that was the last time I have ever had any correspondence with her and have never had any with the child.

I was hauled through the CSA system like a criminal and my wages were eventually arrested, and after my work initially refusing to pay them their monthly amount as I was a day rate employee and did not work or get paid every month, they agreed on a day rate for everyday worked.

All was as well as can be expected until some 10 – 11 yrs later when I had a sheriff officer arrive at my door with a summons for £22,000 for unpaid child maintenance, no one from the CSA has ever contacted me about this arrears, obviously it is a lot of money, but I had no choice but to borrow the money and pay it. And for the last few years all has returned back to normal, until we went for a mortgage renewal and we were turned down because I am on a “Register of Inhibition” and it was again down to the CSA, I owe them no money and yet this order is still in place, I spoke with them the last week and they tell me I have to pay to get it removed.

But my main problem that I need help with is the fact I have never from day one had any contact from the Mother or child and accidently while looking through an old work “Facebook page” I find this woman, I check to see what the child looks like and stuff and I find that they have been living in Brunei for the last few yrs, the child is just turned 18 and graduated from a private school in Brunei, and the CSA are still taking nearly £400 a month from me, I do not want to go barging in and end up being sorry as they are a powerful body.

I was even sad to learn that for the last 18yrs I did not even know her real name.
Am I entitled to get money back from the moment the child left the UK or do I keep paying until its 19th birthday regardless if it is in the UK

PS this is just a quick description of what has happened.
