My case was opened 10 years ago but I have had nothing

i opened a case with the CSA when my daughter was 3 she is now 13 and my son is 21 i have constantly phoned them and heard not one single thing apart from one letter back in 2006 saying that they would carry on paying me £30 a week …….yet never had a penny . All i get is the father has no income , yet he runs his own business has a flat by the beach in devon and owns three horses !!!! if it’s not easy for them they don’t bother .
