How can someone fiddle the system like this?

How is it possible that a man that has clearly avoided paying for a previous child, is then allowed to set up a company so he can be ‘named’ the C.E.O., who then claims he works 16 hrs per week for minimum wage.

And the CSA take that as no longer their responsibility because they go on tax returns. How is that right?
