Ex-partner claims not be working and has not supported his child in 13 years

Left ex partner April 2001. He has never paid anything towards his child. Despite 3 attempts by the c.s.a to collect payment from him. He has always claimed not to be working or unable to afford minimum payment. Despite the fact that he owns his own home and is now working.

Is there anyway to get him to pay towards his child and is there anyway to claim for the fact he has not supported his child for last 13yrs ? He is on my child’s birth certificate.
