CSA won’t let me pay!

I called the CSA and said my ex is using you as a weapon, she has stoped and started a case with you 3 times, “do you have a limit” in how many times a person can use you and then stop using you as its clearly used a weapon. so i decied to take matters into my own hands i called teh csa and proceded to ask the question which i was told never gets aasked. The question was ” this is the name of my ex and my child and i would like to send them money so she can leave me alone” I got a point blank NO isr the women will have to contact us and we contact you !! i said you cntact her they said no she has to request the money. My point is even if i want to pay the women still holds all the cards. The csa works well for people who need this service but you also have “willing to and can pay dads”
