CSA system has let us down

My Partner of 7 years has no access to his son as he could not afford to pay for any more legal stuff.so 8 years ago he dropped the case and let his ex wife get on with it as he could not face the torment she was giving him. His payments were then done by attachments of earnings and all because his bank messed up by one payment. However very tly his son at reaching the age of 16 has contacted him.

It is very hard for to accept afetr all these years and my advice to him was to start slow. He has learnt that the son’s mother had kicked his son out of the home at he age of 16. Several times we have written to the CSA asking as to whether he still resided at school etc as this was controlling as to when we could get married.

The CSA have not been helpful at all my partner is still paying CSA eraning even though his son resides at a different address and is not in further education. His ex wife is with holding information and we are getting no results. I feel he should not be paying anything by now and the CSA should refund fully the amount from the age he had left the home. All the CSA are telling us is that it is being investigated. In the meantime my partner has had to have the interest on his flat frozen on the basis that the payments will cees soon. But he needs to stop paying now and get his refund and to live normal and not on edge but happy again.

This is having a terrible strain on him.We need this resolved very soon before he looses his flat through all this. Please any advice would be appreciated we cannot afford too much legal representation and we feel that the CSA has let us down quite badly.
