Can CSA really make us pay money after so many years?

my Husbands daughter is now 24yrs old. We have just received a brown envelope in it is a letter saying that records show that he has an existing case with the csa. Although regular payments have stopped, there system shoes there is still money owing on his case.

I feel physically sick, what do we do? Can they make us pay back money after all these years?
