Why am I not getting my money back?

the csa recently informed me I have over paid them over 7grand. 1 pwc was paid 1500 to much and the other pwc was paid 1500 less than they shud leaving roughly £5500 un accounted for that ive paid bt apparently im not getting this money back, any1 know why?????? also am I able to report csa to financial services ombudsmun or sum similar company?
