Can the CSA withdraw a formal apology?

I will keep my question brief: Can the CSA withdraw a formal apology?

The CSA apologised as part of a Stage One complaint for not amending my address details 16 months ago. They are now trying to renege on this apology and claim the investigation was flawed.

So the CSA are trying to withdraw their apology for their original incompetence because of their later incompetence?
