Broke the law now on benefits csa says there isnt anything they can do until he gets a job!!

To cut a massive (13 years) long story short, recieved a little maintenance then nothing for years as they said he had a new family and I wasn’t entitled to any money, kept pressuring them, then after dna which he requested proved he was her dad, 2 liability orders in place, make no difference what so ever, he keeps moving to get away from them, they arrive to new address he just left, refused to provide income details, criminal compliance still cant find him, as to dtae they have new address and hes on benefits have been told cant do anything till he goes back to work! surely he broke the law now they know where he is and they can procecute him??? Can anyone give me advice plz!!! 🙁
