Would I still be liable for payments?

After 16 years of not knowing I was eventually told I was a father and owed an out of control amount of money self assed by the csa.

I was about to go to court but we ended up up having an out of court agreement to pay a weekly amount .I am now living abroad and having some financial difficulties .the child is now 19 and attends college.

Am I still liable now and am I still liable for the old debt even though we had a mutual verbal agreement?

The csa have told her that if there where ever any problems with payments they would pursue me . Any dealings I’ve had with them has been very one sided which has had a very heavy burden on me mentally even when I read the legal side they always then come up with things like , well Scottish law is different ,and you where assed on the old system even though I didn’t know till after.
