Surely the CSA have to prove that I owe money?

I received a call from the CSA recently saying I owe £7992 from before 2000 although i was paying on a DOE up until 2010 and they told my case was closed and all arrears had been paid.

I have recently asked for a statement breakdown to show how these arrears have been incurred but have not received this, but received a letter today saying they are doing a DOE for £346.

Is this legal surely they have to show me proof that I owe this money?

Can anyone give me any help or advise?
