The only reason I can think of, for the bailiffs not collecting, is that all his assets are in someone else's name and the bailiffs have nothing to sieze. The CSA cannot keep up with standard cases and are hopeless at chasing down NRP's who change jobs regularly , together with the additional work of further reassessments on the new income. Don't hold your breath asking for compensation from the CSA. They are protected by Legislation. Sums are discretionary and are a pittance for 'maladministration.'
