I have 2 children. My daughter turned 19 in September 2011 and is still studying some subjects at college. I am currently being assessed under a ‘Departure’ away from normal CSA payments (old scheme) and pay considerably more than the new payment scheme. I have repeatedly asked the CSA to put me on the new scheme but they will not do anything unless my ex wife submits a change in circumstances. My question is this; firstly when do I stop paying for my daughter and secondly how can I get placed on the new assessment scheme (surely my daughter turning 19 is classed as a change in circumstances). The CSA do not reply to my letters.
