Question on csa

Citizens Advice Bureau told me that I could request that the CSA show any reasons they have for assuming I am the parent of a child...

After disputing a case (due to the fact i received a random letter from the CSA and after further investigation my name is not on a birth certificate of a child I never knew existed) I am told contradicting things by the CSA

1, I have to pay a released charge of £10 to obtain any data they hold about myself?
2, They assume parantage unless i prove otherwise, despite not being listed as the childs father on a birth certificate but will not provide information on why they can assume it

What happened to the old age saying 'innocent until proven guilty'?

So my question really is, can they withhold their reasons from me?

From the small amount of dealings i have had with the CSA I find them quite rude, patronising, unreasonable and down right harassing. I was receiving in the area of 20 phone calls a day from them! But the phone never rang long enough for me to answer it, receiving letters 2 days before they demanded them being returned, and the women on the phone basically calling me a liar.

Hi, unfortunately the £10 fee for release of data is the norm and I would consider paying via postal order, but it should provide you with details you are asking about such as their reasons for considering you the father. At the same time and again unfortuntaly you are in fact guilty until proven innocent, the CSA can and do assume parentage based on the word of another, best thing to do is go for a DNA test and verify for sure if you are or are not the father.
As for the manner and dealings of the CSA, I'm afraid that is them through and through with only the very occasional reasonable dealing/person.
