My partner is the non resident parent. We have a 2 year old daughter and haven't told the CSA that we have her. If we told them would this move us from the old scheme to the new? The reason we haven't been in touch with them is that we have had years of hell with payments and have really struggled to make ends meet. Its only because our mortgage has dropped we are managing. If the CSA were to review us with lower mortgage payments they would want more money from us. On the new scheme this wouldn't be the case. So are we better off keeping quiet and as we are or see if we will move over to the new???????????

No in a word the birth of you daughter will not put you on to CS2. To move to CS2 a new appliction needs to be made for a child either against your partner, his ex or her new ex. I would warn you take advice first before you try to get on to the CS2 as you will be subject to phasing and could be worse off.
