Today I had a phone call from the CSA saying I owed arrears from a case that was closed in September 1996. They want me to pay these "arrears" or they will issue a DEO. Considering the case was closed 15 years ago, they agree that under the statute of limitations the debt is unenforceable in a court but still say they will take the money. Does anyone know if they can actually do that?

Unfortunately for you they can because unenforceable just means they cannot get a liability order in a court of law. As it's a child support debt it can still be collected.
