Ex cheated the paternity test to avoid paying

I have battled with csa for my twins since november 2006. The claim went through the motions as my ex partner disposed his responsibilities to his children from the minute i was pregnant. Despite this csa had 2 court orders ccj and a charging order on property bailiff action you name it he refused paternity testing in court until june 06 where he was faced with paternity testing or lose his home. I informed csa he would fraud the test they assured me they had procedures in place for such cases and a more stringent test would be enforced if this occured. Testing went ahead he frauded the test i had endless calls and texts from him and new girlfriend bragging how he had got away with it.
Vey upset i contacted csa who advised me to report my allegations to the police which i did they took lengthy statement then that officer left division and i got a new officer who contacted csa to ask what would they normally do in such a situation they explained they had there own fraud team who deal with these scenarios. so i was told by the officer to get in touch with that team as that would be normal practice in order to arrange 2nd teat with agency where a member of staff would be present and me and him. However after many phone calls and complaints ireceived a lenghty letter telling me the only way this could be resolved now is if i take the case back to court as it was the court who upheld his appeal as he turned up in court with ID?
however no one in court could confirm he went for the test . I gave csa a statement for the court as they showed me photo of person who took the test i made it clear in the test this photo was not him . The statement nor the picture were put to the court csa sat back and did not voice any of what i had said .
My ex partner is a company director and i feel his status got him out of court and csa procedures. So here i am in 2010 still waiting to hear from legal services if i can have funding as i am a full time university student so that i can hopefully have a fair and honest test taken for the good of our twins who are nearly 4 and will undoubtly have questions in years to come and whilst he has the paper work to say he is not the father that would be so detrimental to the twins if they ever wanted to seek him out.
Justice is what i am after cant leave things as a lie the issue of money has taken a complete back seat for me now i never imagined this would be my issue with the csa.
