CSA says I was overpaid, then I was underpaid – which is it?

My case started to go wrong when it moved to Bolton, the assessments have been wrong on several occasions, they have told me i was overpaid 2 years ago, i asked them to look at it again , they came back and said i had been underpaid, so paid out approx £1300, now 2 years later they say i have been overpaid still the figures range from 3 grand to 5 grand to being underpaid, all in space of 4 weeks, they are clueless, i never went onto the 2003 rules until 2008 which meant i lost alot of money through the csa, also they have paid my money to the other parent with care on the case a few times, they have recently sent a schedule of payments which was told by Peter Robinson today did not mean anything , so whats the point in sending it? Also spoke to Ellen in bolton a superviser who said to me on the phone, is it any wonder my issues don’t get dealt with , with my attitude towards the csa, i have that on cd as i felt so strongly about it.
It seems Bolton office pick and chose which cases they deal with effectively, Peter Robinson from Edinbrugh also issued threats to me today saying if i continued to phone to get answers he would get csa solicitors to deal with me, which to me is fine maybe they can do the job the csa can not do.
I have the letter from 2 years ago saying i was not overpaid but underapid, they ignore all that, they send breakdowns to me which quite fankly is so confusing even the csa guy who paid me a home visit could not explain it, they refused today to give me an uptodate figure they say i owe, which is odd as they take my money for a debt i do not understand or agree with and they refuse to explain in plain english. i am now in process of writing to ian duncan smith, independant case review team and a tribunal, all because of staff at Bolton who really are a waste of time.
